1. Unifying thinking and understanding

Live pig slaughtering is a key link connecting the production and marketing of live pigs. According to the situation of African swine fever in my country and the experience of prevention and control at home and abroad, the detection of African swine fever in the slaughtering process is to reduce the risk of virus spread, An effective means to cut off the transmission route of the virus. Animal husbandry and veterinary departments at all levels should resolutely implement the spirit of the special meeting of the State Council, unify their thinking and understanding, clarify goals and tasks, urge hog slaughtering enterprises to implement their main responsibilities, carry out self-inspection of African swine fever, and strictly prohibit meat that has not been inspected and quarantined and that fails to pass the African swine fever test. products into the market.


Second, clarify the progress of the work

Local animal husbandry and veterinary departments should urge pig slaughtering enterprises to take active actions, create conditions, and carry out African swine fever self-inspection as soon as possible. The implementation period should be clarified according to conditions such as the scale of the enterprise and the scope of market radiation. Slaughter enterprises that sell live pig products across provinces and slaughter more than 100,000 pigs per year, as well as pig slaughtering and processing integrated enterprises should carry out African swine fever self-inspection no later than April 1; Carry out self-inspection before July 1; other slaughtering enterprises will carry out self-inspection before July 1 at the latest. If the testing requirements cannot be implemented within the prescribed time limit, the competent animal husbandry and veterinary department shall deal with it in accordance with the "Regulations on the Administration of Live Pig Slaughtering" and relevant regulations.


3. Improve detection ability

Animal husbandry and veterinary authorities at all levels should guide slaughtering companies to build laboratories that meet the technical requirements of PCR testing, and organize testing reagent supply units to train testing technicians in slaughtering companies. It is necessary to encourage and support veterinary laboratories with African swine fever testing qualifications to provide standardized social services and undertake testing tasks entrusted by slaughtering enterprises. It is necessary to strengthen the construction of African swine fever laboratory testing capacity of county-level animal disease prevention and control institutions to meet the needs of small slaughtering enterprises that do not have the ability to monitor African swine fever temporarily.


4. Standard sample testing

Official veterinarians on site shall supervise pig slaughtering enterprises to conduct testing in strict accordance with the requirements of the Announcement. According to the actual situation, on the premise of ensuring full coverage, pre-entry testing can be carried out, that is, before the pigs enter the field, all the blood samples of live pigs are collected by car as a unit, and the blood samples are evenly mixed for testing. If typical lesions of suspected African swine fever are found during the slaughtering process, the slaughtering should be stopped immediately, the suspected live pigs should be transferred to the isolation room, and diseased tissue and blood samples should be collected for testing. Pig blood used for the production of feed raw materials shall be tested by collecting 3 samples per vehicle before leaving the factory. The collection, transportation and preservation of samples shall comply with the requirements of the Emergency Implementation Plan for African Swine Fever (2019 Edition).


5. Strict result disposal

If a pig slaughtering enterprise detects ASFV nucleic acid positive, it should stop production immediately, report the test result to the official veterinarian on site, and promptly send the positive sample to the provincial animal where it is located. The disease control agency confirmed the diagnosis. If the diagnosis is negative, the company will be notified in a timely manner to resume production. Those diagnosed with positive African swine fever virus nucleic acid shall take emergency measures in accordance with the provisions of the "African Swine Fever Epidemic Emergency Implementation Plan (2019 Edition)". After 48 hours, you can apply to the local animal husbandry and veterinary department for evaluation, and if you pass the evaluation, you can resume production. The culled pigs (including the same batch of pigs that have been slaughtered) will be subsidized in accordance with the notices issued by the Ministry of Finance and the Ministry of Agriculture and Rural Affairs.

The animal husbandry and veterinary department found that the slaughtering enterprise caused the African swine fever virus nucleic acid-positive pig products to flow out of slaughter due to insufficient detection, fraud and other reasons after the inspection of food processing and distribution links. For factories (farms), the live pig products should be destroyed on the spot, and the slaughtering enterprises should be ordered to recall the same batch of products and destroy them according to regulations, suspend slaughtering activities, and thoroughly clean and disinfect them. After 15 days, production can be resumed after passing the assessment. No subsidy will be given to culled live pigs and destroyed live pig products.


Six, strict supervision measures

All localities should combine and implement African swine fever testing requirements, and organize a comprehensive cleanup of hog slaughtering enterprises before May 1. Enterprises will immediately stop production for rectification; if the rectification does not meet the standard before July 1, the qualification for designated slaughtering will be resolutely revoked in accordance with the law. It is necessary to encourage slaughtering enterprises to improve the level of scale, standardization and standardization through mergers, reorganizations, and standardization demonstrations.

All localities, together with the public security and market supervision departments, should continue to carry out special campaigns to crack down on illegal activities in the slaughtering field such as water injection, illegal slaughtering and indiscriminate slaughtering, maintain high pressure on illegal and criminal acts, and strictly prevent The resurgence of illegal acts in the slaughtering field creates a good environment for the healthy development of slaughtering enterprises.

The Ministry of Agriculture and Rural Affairs will inspect the implementation of African swine fever detection, clean-up and rectification in slaughtering enterprises in July, and the inspection results will be included in the extension performance of strengthening the prevention and control of major animal diseases this year. management index system.
